Every quest has a limit on the number players to solve it (50 to unlock the next seal, a total of 100 to release the current seall) 4. A quest cannot start if it has not yet been unlocked (unlocking means that at least 50 players have done the previous quest..ex: in order for the seal quest for megingjard to be available, at least 50 players should have done the sleipnir seal quest). or the seal has been released. 5.
